Maine Township Commissioner honored for service

The Cook County Board of Commissioners honored Robert Provenzano upon his January retirement from the office of Maine Township Highway Commissioner and in appreciation of his dedicated service to Maine Township and the greater community. As Highway Commissioner, Bob served the residents of unincorporated Maine Township over the last 18 years with the highest level of professionalism and integrity. Cook County wishes him the very best in his well-deserved retirement from public office.


St. Joseph School celebrates Catholic Schools Week

From January 29 to February 4, St. Joseph School joined 6,500 Catholic schools in the United States to commemorate Catholic Schools Week, a celebration of Catholic education and its focus on faith development, academic excellence and community service. Throughout the week, St. Joseph School students, staff and parents participated in a variety of activities to show their appreciation for Catholic education and educators.

“We are proud to celebrate nearly 110 years of excellence in Catholic education. Catholic Schools Week is a fun and festive way for our students and families to take part in the celebration,” said Principal Rita Stasi.

To kick off the week, the school hosted an Open House for current and prospective students. Families were invited to take pictures in a make-shift photo booth, participate in a Pokémon scavenger hunt as well as a basketball shootout that helped collect canned goods for the St. Joseph Church Food Pantry.

All week the students were allowed to dress according to a daily theme – Neon Day, Crazy Sock and Hat Day, Mismatch Day, Favorite Sport Day and Spirit Day. Activities during the week included an all-school mass, student variety show, entertainment by the Rope Warrior – Guinness World Record Holder David Fisher, and a pep rally. Students enjoyed answering trivia questions each morning and having music played throughout the day for between-class dance parties. They were also treated to a hot dog lunch and ice cream social.

Throughout the week, St. Joseph students and parents showed their appreciation for the staff and teachers. They were treated to special breakfast, lunch, and dessert, as well as a wellness day where teachers received chair massages. As tokens of gratitude, students also brought thank you notes and flowers to their teachers.

To cap off the week, St. Joseph School Parent Forum hosted a Fun Fair in the school hall. Families enjoyed games, prizes, food and comradery at the parent-organized event.

“Catholic Schools Week is something that our students, staff and families look forward to every year,” said Michelle Lascari, St. Joseph School Marketing Chair. “We are so grateful for the team that organizes the various activities and the parents who generously volunteer their time and talent to ensure everything runs smoothly. It is a reflection of the great community spirit we have at St. Joseph School.”

Plainfield Library awarded $10,000 American Dream Grant

The Plainfield Public Library District (PPLD) English Language Learner (ELL) program is expanding thanks to a grant from the American Library Association (ALA).

The ALA awarded the Plainfield Library a one-time, $10,000 grant, which will be used to purchase 20 iPads loaded with applications such as Conversation Builder, iTranslate, and U.S. Citizenship. The iPads will enhance the learning experience for participants in the Library’s ELL program.

“With the addition of the iPads, there are so many ways for participants to learn, including exploring vocabulary development and pronunciation,” said Tania Brenner-Hess, PPLD’s ELL liaison. “This technology opens the door for participants to develop new skills and extend their learning beyond the time spent with their tutors.”

This grant is funded by the Dollar General Literacy Foundation and awarded to public libraries by ALA’s Office for Diversity, Literacy and Outreach Services in order to expand services to adult English language learners. This is the second time the Library received this grant. In 2010, the Library used the grant of $5,000 to implement the ELL program and grow the English Language Learning resources collection.

The Library’s ELL community partners include the Joliet Junior College (JJC) Department of Education and the Work Force Services Division of Will County. JJC provides tutor training and materials while the county assists people with resume and basic job skills via the mobile Workforce Center van that visits the Library every Wednesday.

“The Library’s ELL program has been our most successful initiative for adults and we are thrilled to receive this grant to take these services to the next level,” said Lisa Pappas, PPLD interim director.

The PPLD ELL program has grown from one session a week in 2010 to its current five sessions a week. These encompass 28 languages, average 500 adults per month and are held at an intermediate level, while beginners work with tutors at their own level and pace. Mary is survived by her loving sons, Gene (Eileen) Rapp of Boise, Ida, Gary (Lynn Skelton) Rapp of Merrit Island, Fla., and George (Patricia) Rapp of Plainfield; her cherished grandchildren, Gene, Jr. (the late Natalie Michelle, nee Nestler), Rob (Tonya), Jacob (Nicole), Jason Rapp, Amy O’Neill, Scott (Jessy) Rapp and Elizabeth (James) Roberts; her 18 adored great-grandchildren. She was preceded in death by her infant daughter, Patricia Louise Rapp and her father, Gene Arthur Rapp; her beloved husband, Robert Coupland; her parents, Presley and Mary Wood; her siblings, Preston Wood, Erwin Wood, Presley Wood, Jr., Trelton Wood, Cita Wood and Frieda Wood; and her grand-daughter, Patricia Eileen Oakes (nee Rapp). For those who would like to leave a lasting tribute to Mary’s life, memorials to the ASPCA or Joliet Area Community Hospice would be greatly appreciated.

Burglary

  • An attempt was made to enter a business in the 9100 block of Milwaukee Avenue overnight between Jan. 13 and Jan. 14, police said. A rear door’s handle and locking mechanism were reported damaged.
  • A house in the 8000 block of Wisner Street was discovered burglarized Jan. 18, police said. Numerous electronics and jewelry were reported stolen.

Burglary to Vehicle

  • A purse was reported stolen from a car parked in the 8200 block of West Greendale Avenue Jan. 13.
  • A woman told police that her smartphone, valued at $700, was stolen from her locked car while it was parked in the 5600 block of Touhy Avenue Jan. 19.

DUI

  • A 17-year-old boy from Des Plaines was charged with driving under the influence of drugs and possession of marijuana Jan. 14 after he was reportedly involved in a crash at the corner of Milwaukee and Greenwood avenues. According to police, the teen said he “blacked out” while driving and admitted to smoking marijuana during the day. He was taken to Advocate Lutheran General Hospital in Park Ridge 9.
  • Giovanny Flores, 31, of Chicago, was charged with driving under the influence and driving with an expired license Jan. 14 after he was reportedly involved in a crash in the 6700 block of Touhy Avenue. Police said Flores had open bottles of alcohol inside his car and did not have insurance.
  • Robert Gondar, 47, of Chicago, was charged with driving under the influence Jan. 17 after police said he was found behind the wheel of a car that had heavy front-end damage and a flat tire near the intersection of Oakton Street and Milwaukee Avenue. Gondar reportedly told police that he was having a hard time starting his car and he was not sure if he had been in a crash. According to police, a bottle of vodka was found behind the driver’s seat.

Property Damage

  • Jane Kang, 26, of Glenview, was charged with criminal damage to property, possession of a theft device and possession of drug paraphernalia Jan. 14, police said. According to police, Kang broke into a display case inside a store in the 5600 block of Touhy Avenue and removed a fitness watch. Kang later discarded the watch somewhere in the store, police said. Kang is scheduled to appear in court Feb. 22.

Public Intoxication

  • A 45-year-old man from Morton Grove was ticketed for public intoxication Jan. 16 after he reportedly admitted to police that he was “drunk” while sitting on a bench in the 8500 block of Golf Road. He was taken to advocate Lutheran General Hospital in Park Ridge.
  • Police responded to the 7000 block of Jarvis Street Jan. 19 for a report of a man passed out on the front lawn of a home. Police said the 62-year-old Chicago man was taken to Advocate Lutheran General Hospital in Park Ridge and ticketed for public intoxication.

Theft

  • Fifteen wooden pallets were reported stolen from a store in the 8200 block of Golf Road Jan. 17.
  • Two women allegedly attempted to steal an estimated $1,300 worth of merchandise from a store in the 5600 block of Touhy Avenue Jan. 19. The women reportedly left the items behind when they were approached by employees outside the store.

MORTON GROVE

Burglary

  • A resident in the 5400 block of Warren reported Jan. 23 that some broke into the resident’s detached garage and stole tools.
  • A resident in the 5400 block of Warren reported Jan. 25 that someone came to the resident’s home and asked to check the property line for a neighbor’s fence. The resident led the male through the house into the garage, according to police. The resident reported that some jewelry ended up missing.
  • A resident in the 5800 block of Warren reported Jan. 25 that someone broke into the residence and stole jewelry.
  • A resident in the 5500 block of Madison reported Jan. 26 that someone had broken into the residence and stole jewelry, perfume and cash.

DUI

  • Kamilla Chmiel, 34, of the 6100 block of Elm, was arrested Jan. 28 after being stopped at Ferris Avenue and Hennings Court for a traffic violation and was found to be driving under the influence of alcohol.

Identity Theft

  • A resident in the 6700 block of Palma reported Jan. 25 that someone tried to open a credit card in the resident’s name and made two unauthorized withdrawals from the resident’s checking account.
  • A resident in the 7900 block of Maple reported Jan. 26 that someone had overdrawn an account opened in the resident’s name.
  • A resident in the 7800 block of Linder reported Jan. 27 that someone opened PayPal account in the resident’s name and made a transaction that was not the resident’s, according to police.
  • A resident in the 7800 block of Long reported Jan. 27 that someone opened a credit card in resident’s name and charged $2150.

Drug Possession

  • A 17-year-old Des Plaines boy was charged with possession of a controlled substance on Jan. 26 after police said he was found at Maine East High School, 2601 W. Dempster St., with two Xanax pills for which he did not have a prescription.
  • Miguel A. Contreras, 19, of Chicago, was charged with possession of marijuana and possession of drug equipment on the night of Jan. 28 following a traffic stop at the corner of Meacham Avenue and Northwest Highway. According to police, Contreras, the driver, was in possession of 13.5 grams of suspected marijuana, 300 baggies, and drug paraphernalia. A 16-year-old male passenger from Chicago was cited for possession of drug paraphernalia, and two female passengers were released without charges, police said.

26PARK RIDGE

Battery

  • Brian G. Peterson, 50, of Park Ridge, was charged with domestic battery on Jan. 25.

Assault

  • Police said a man spat at a 53-year-old Park Ridge man, swore at him and told him his wife deserved to be slapped for staring at people at Panera Bread, 39 S. Northwest Highway, on the afternoon of Jan. 26. The victim reportedly pushed the suspect, who left the area before police arrived. Police said the victim did not know the suspect, who was described as a man in his 50s.

Burglary to Vehicle

  • Cash was stolen from a wallet left inside a car parked on the 600 block of South Knight Avenue on the morning of Jan. 24. Police said the car’s owner reported seeing someone inside the vehicle.

Theft

  • A wallet was reported stolen from a purse Jan. 21 on the 1900 block of South Cumberland Avenue.
  • A phone was reported stolen Jan. 26 from a secured locker inside Fitness Formula Club, 826 W. Touhy Ave.

Property Damage

  • Landscaping lights were damaged between Jan. 25 and Jan. 26 outside a home on the 1600 block of Cherry Street.
  • Signs and a lower level garage’s card reader were discovered damaged Jan. 26 at an office building complex on the 300 block of South Northwest Highway, police said.

West wins 7 medals in Moraine Valley Welding Competition

Joliet West High School students received winning medals out of 48 students total with four different schools in the Moraine Valley High School welding competition on February 3.

Joliet West High School students received winning medals out of 48 students total with four different schools in the Moraine Valley High School welding competition on February 3.

The students were provided competition project rules, blueprints, lab instructions, competition procedures and materials on the morning of the competition.

Welding processes covered were shielded metal arc welding (SMAW), oxy-fuel welding and cutting (OFC), and gas metal arc welding (GMAW). The competition included a required written test as part of the overall competition.

Students made sure to bring personal protective equipment the day of the competition, including flame retardant welding coat and gloves, safety glasses, long pants, approved welding helmet with shade 10 lens, cutting goggles or cutting shield with a shade #5 lens, and high top leather work boots.

The students received the following medals:

West senior qualifies for prestigious IHSA State Finals

Joliet West High School’s Speech Team Captain Grace Meagher.

Joliet West High School’s Speech Team member Grace Meagher qualified for the prestigious IHSA State Finals, February 17-18 in Peoria.

Meagher is the Joliet West Speech Team Captain, and a 4-year member of the team.

Meagher has qualified in the event of Oratorical Declamation, performing her speech “Hungry Heart.”

According to the IHSA Speech Rule Book, “Oratorical Declamation is the oral presentation of persuasive or inspirational material of literary merit, such as editorials, essays, speeches, prepared by another person.”

Meagher was also the IHSA Sectional Tournament Champion at the Feb. 11 Sectionals at Homewood Flossmoor High School.

JWHS Varsity cheerleaders take 2nd at IHSA

The Joliet West High School Varsity Cheerleading Team took home a second place win at the February 4 IHSA Cheerleading Competition in Bloomington-Normal.

To celebrate, a police a police and fire escorted the team February 5 to Joliet West High School for a victory celebration and trophy presentation in the auditorium. The Varsity Cheerleading Head Coach is Amy DiForti and Assistant Coach is Becky Stortz. Park Ridge officials honor, mourn Ald. Daniel Knight

It was a somber evening on Feb. 6 at the Park Ridge City Council as aldermen and Acting Mayor Marty Maloney talked about what Fifth Ward Ald. Daniel Knight meant to them.

Knight passed away from cancer on Dec. 20. As the officials who spoke reflected, this was the third time in the past three years that they lost a colleague. Mayor David Schmidt passed away on March 2015, and Third Ward Al. Robert Wilkening passed away in August of the same year.

At the start of the Feb. 6 City Council meeting, the aldermen and the mayor went up to the podium. Before Maloney read the resolution recognizing Knight for his service, the officials offered their own comments.

Second Ward Ald. Nicholas Milissis recalled how he and Knight grilled hot dogs and hamburgers for the 2016 Grilling for the Arts fundraiser. As the two aldermen finished up, Knight looked out onto the crowd and reflected.

“[Knight said] ‘I love this town. This is the stuff I love about Park Ridge–the small town feel’,” Millissis recalled. “Dan loved this town, and the city loved him back.”

First Ward Ald. John Moran bemoaned the losses the city suffered over the past three years,

“You shouldn’t have five people up here,” he said. “This is a sad event, and it’s been a sad couple of years.”

Moran said that he appreciated Knight’s knowledge and advice.

“He was a real inspiration, and I’ll never forget him,” he said.

Fourth Ward Ald. Roger Shubert reflected on Knight’s public service, adding that he will miss his colleague’s input at the council meetings, and miss him personally.

Sixth Ward Ald. Marc Mazzuca said that, even after Knight was diagnosed with cancer, he kept working as much as he could.

“Dan never stopped putting his energy and his heart into service,” he said. “I’m honored to have known him. I’ll miss him dearly. Rest in peace, my friend.”

Third Ward Ald. Richard Van Roeyen was attending the meeting remotely, so he couldn’t join his colleagues in front of the podium, and he didn’t make any comments.

Maloney was the last to speak, saying that Knight’s dedication to fiscal discipline and knowledge of finances helped the city recover after the Uptown Tax Increment Financing district left the city in debt.

“The city wouldn’t be in the position it is in today if it wasn’t for Daniel Knight,” he said.

Maloney then read out the resolution, which gave a rundown of Knight’s career and the impact on the city.

“Dan will be remembered for his straight-forwardness, financial expertise, and his caring demeanor and dedicated service to the residents of the Fifth Ward and to the City of Park Ridge,” the resolution said. “The city has lost a wonderful man who leaves behind a legacy, which will long endure the passage of time and will remain as a comforting memory to all he served and befriended”

Alden Estates opens new memory care center in Shorewood

Alden Estates of Shorewood is opening a new memory care facility in Shorewood in the coming weeks.

Alden Courts of Shorewood, at 700 Black Road, next to Alden Estates, is set to open as early as March for residents.

A number of civic and community leaders were on hand for the Feb. 8 ribbon cutting and business showcase.

Shorewood Mayor Rick Chapman told the crowd that this development is a win for the community.

“It was a team effort with the Alden community, it was team effort with the staff of the village of Shorewood and it was a team effort with the board at that time,” he said. “I want to thank all those groups individually for bringing such a facility to our village.”

Alden Courts of Shorewood Memory Care Director Ashley Bolyn said during an interview, she’s pleased to know the facility will soon serve the needs of the community.

“I’m so happy to be able to provide good memory care for those residents in the area that really need it,” she said. “With all of our different programming that we have available, I think that the residents are just going to have so many benefits that other places may not be able to offer them right now.”

Alden Courts of Shorewood houses three separate neighborhoods for residents, allowing them to receive the individualized care they need; offering both memory care and assisted living services The center is equipped to provide care for those who are high functioning, low to moderate functioning and others seeking short-term skill beds.

Bolyn said it’s important for residents to have the healthcare options they provide.

“If something were to happen and there was a hospital stay, they could come back to their home and get physical and occupational therapy all in the comfort of their own home,” she said. “They don’t have to go from their home or assisted living to a skilled building and back home. All of that moving around can be very detrimental to someone who has dementia.”

Bolyn recalled reading information that shows it can take approximately 35 days to become acclimated with their environment when they move.

That’s where Alden Courts of Shorewood intends to make its mark on the community,” Bolyn said.

“We’ve just eliminated that (problem), and they can just stay right there

to get the care they need,” she said.

The Shorewood center serves as both a long-term and short-term facility, which is expected to ultimately treat 50 residents.

Many of the program and service offerings made available at Alden Estates of Shorewood will be carried out at the new center.

“(The Alden Estates) building’s pretty full all the time,” Bolyn said. “This building is special because we specialize in memory care, whereas the (Alden) Estates building doesn’t have that programming, so they’re not able to serve those residents with memory care needs. So, now that we are open we are able to take those residents who still need the therapy but have the memory care needs.”

More than 5 million people were living with Alzheimer’s as of 2016, according to the Alzheimer’s Association. Research also shows this is the sixth leading cause for death in the United States.

“The number of patients, residents or people who are diagnosed with dementia or Alzheimer’s each year is increasing,” Bolyn said. “The need for specialized care is increasing a lot, and it’s hard to keep up with the need from my understanding.”

Bolyn, noting that she comes equipped with a background in recreation therapy, said she’s seen the many benefits to the activities and programs offered to residents at Alden Estates of Shorewood. The hope is that Alden Courts of Shorewood residents will find what they offer to be helpful, she said.

Bolyn said the sense of community Alden Courts of Shorewood intends to create is crucial as they look to support those with memory care needs.

“Having the residents be able to communicate with one another, spend their time together throughout their day and bond through different activities (and) programs, I think is really key in their daily life, their dignity and their quality of life overall,” she said.

Major changes may be coming to Medicare

What’s going to happen to Medicare?

That’s not an insignificant question given the political shift in Washington. Now, with Republicans controlling the presidency and both houses of Congress, some ideas they’ve been pushing for years have a chance of passing. Those ideas would drastically change the way Medicare works for those already on it and those joining in the next few years.

Medicare is wildly popular, but that popularity doesn’t necessarily translate into understanding of a very complex program, what’s happened to it, and what may happen. Writing about Medicare for nearly 30 years and watching it evolve, I’ve seen how easily Congress has already made big changes with hardly a peep from the press or the public. The same could happen again. In this column I discuss a few of those possible changes gleaned from my decades of experience covering the program.

Since the election, there’s been talk of “voucherizing” or privatizing Medicare, an idea Republicans have been pushing for 20 years. Under a fully privatized arrangement Medicare would no longer be social insurance like Social Security but more like Obamacare with everyone eventually buying their coverage from private insurance companies.

Beneficiaries would receive a sum of money, likely to be called “premium support” instead of the more dire-sounding “voucher,” to help buy their coverage. The amount of support and how well it would keep pace with medical inflation would be buried in the details Congress would hash out.

Today, the government provides the benefits for hospital and physician care for most Medicare beneficiaries, but that could change with more privatization. There already is a lot of privatization in Medicare, and it came about step-by-step – usually with both political parties in agreement and lots of buzz words like “consumer choice” to sell changes to the public.

The long steady march toward Medicare Advantage (MA) plans now used by about one-third of all beneficiaries and the prescription drug benefit are privatized insurance programs within Medicare. Seniors in MA plans give up their traditional, standardized Medicare benefits for doctor and hospital services and buy them from insurers that receive subsidies from the government.

In a totally privatized arrangement, there may be no standardized benefits, and seniors would choose from a menu of insurance company options much the way drug plans are sold today.

It’s too early to say whether Congress will push for premium support this year. Democrats have already signaled they will fight back. It’s more likely that other changes could slip through that would radically alter Medicare and force beneficiaries to pay a lot more for their care.

One of them is a change in the rules on balance billing: physicians charging seniors and disabled people on the program more than what Medicare will pay. Most doctors accept Medicare’s payment as payment in full. Those who don’t can charge patients only 15 percent more than Medicare’s payment. This limit offers protection against the high balance billing charges patients with other kinds of insurance are facing.

The nominee for Secretary of Health and Human Services Tom Price is no fan of the 15 percent rule and once proposed eliminating it, which may explain why he has gotten such a strong endorsement from the American Medical Association. The AMA has called Price a leader in developing public policy to advance patient choice and “reduce excessive regulatory burdens.” Many doctors who work with Medicare patients would like to charge as much as they want.

Congress may try to shift costs another way. The objective is to reduce what the government pays for beneficiaries’ care by making them pay more themselves. One solution is to combine the deductibles for hospital and physician care into one, and impose an out-of-pocket spending cap for beneficiaries still enrolled in traditional Medicare. Two-thirds of beneficiaries are. Currently no such cap exists. (Seniors in MA plans do face such caps – last year as high as $6,700.)

If seniors in the traditional program also buy a Medigap plan, it’s possible they have what’s called “first dollar coverage.” That means medical expenses are covered from the beginning.

Congress has already begun to take that protection away. Beginning in 2020 insurers can no longer sell certain Medigap plans that provide for the first dollar coverage beneficiaries want. However, if you have such a policy, you can keep it.

Medicare does face some long-term funding shortfalls, and so far the acceptable solution is to require that seniors pay more rather than raise taxes for everyone or impose cost controls with teeth, which doctors, hospitals, drug companies, and other healthcare providers don’t want. I will explore all that, including negotiating pharmaceutical prices, in a future column.

Sometime between 5 and 5:30 p.m., an unknown offender(s) broke a window and entered a vehicle parked in the 800 block of Blackhawk Drive and stole a purse. The loss is $445.

At approximately 8:25 p.m., officers conducted a traffic stop in the 100 block of East 63rd Street for a registration violation. Officers arrested Dionte Wise, 23, of Westmont, for driving with a suspended driver’s license. He was cited for suspended registration and operating an uninsured vehicle.

JANUARY 29

At approximately 1:15 a.m., officers conducted a traffic stop in the 100 block of North Cass Avenue for a moving violation. Officers arrested Dennis Sheldon, 51, of Westmont, for driving under the influence. He was cited for improper lane usage and operating an uninsured vehicle.

At approximately 2:15 a.m., officers conducted a traffic stop in the 200 block of East 63rd Street for a moving violation. Officers arrested David Boyer, 35, of Darien, for driving under the influence and driving with a suspended driver’s license. He was cited for improper lane usage and operating an uninsured vehicle. Park Ridge aldermen concerned over process of filling council vacancies

The vote to confirm the replacement for Fifth Ward Ald. Daniel Knight turned unexpectedly contentious, as three out six aldermen expressed concerns about the process.

Under state law, when there is a vacancy on the Park Ridge City Council, a mayor appoints a replacement and the aldermen either confirm or deny the pick. In recent years, the mayors tweaked the process, appointing commissions made up of residents of the affected ward to interview the candidates and make a recommendation. The same process was followed after Knight passed away on Dec. 20, 2016, with the committee choosing Charlie Melidosian.

But on Feb. 6, Second Ward Ald. Nicholas Milissis, Third Ward Ald. Rick Van Roeyen and Forth Ward Ald. Roger Shubert said they would vote against the confirmation, because they had concerns about the process wasn’t representing the will of the people. With six aldermen sitting on the council at the time, that would’ve created a deadlock. Milissis ultimately changed his vote, saying that he felt he got his concerns across, and, since he had no issue with Melidosian personally, he was willing to confirm him.

According to meeting documents available on the City of Park Ridge website, a total of 10 candidates applied to fill Knight’s seat, but two withdrew. Acting Mayor Marty Maloney appointed the alderman’s widow, Sue Knight, to the committee. He also appointed, Judy Barclay, Sal Raspanti, Joan Sandrik and Park Ridge Public Library Trustee Michael Reardon. They interviewed the remaining candidates on Jan. 23 and Jan. 24, narrowed down the field to two and made their final decision during the Jan. 29 meeting.

In his application letter, Melidosian wrote that he was born in Park Ridge and lived in the Fifth Ward for the past 20 years. He currently works as the Information Security Manager at the Alliant Credit Union, Chicago. Melidosian previously served on the since-disbanded Park Ridge Fair Housing Committee, and he volunteered for two election campaigns for late mayor David Schmidt.

The city council last filled vacancies on Sept. 21, 2015, when it unanimously approved appointing van Roeyen to a seat left vacant after Ald. Robert Wilkening died earlier that month. As the Bugle reported at the time, he was approved quickly and unanimously.

But this around, Milissis announced he would vote against the nomination. He said he had misgivings about the process when Van Roeyen was appointed, and they’ve only grown since then.

“Unfortunately, whether there’s tradition or precedent, I didn’t have an input,” he said. “I can’t give a vote on the critical issue to people whose positions I know nothing about it.”

Van Roeyen’s case, Milissis said, was different, because he ran against Wilkening in the most recent election, so his position on issues was on record.

He complained that the Jan. 23 meeting, when Melidosian was interviewed, coincided with a Committee of the Whole meeting, so he couldn’t attend it, and audio recordings could only convey so much. Milissis also felt that the Mayoral Advisory Board, which vets candidates for various Park Ridge boards and committees, would’ve been a better choice.

Van Roeyen said he also had issues with the process, saying that, after reviewing the audio recordings of the meetings, he became concerned that committee members may have been too friendly toward Melidosian for comfort.

“[They] appear to demonstrate a personal bias toward a person that was selected, and I don’t think it was fair to other candidates,” he said.

Shubert said he agreed with Millissis’ points, adding that he felt the Mayor’s Advisory Board would be better suited for vetting candidates since they have more experience with the process.

Barclay and Sandrik, who attended the Feb.6 meeting, forcefully pushed back.

“I think this is just wrong, I think it’s a slap in the face to the people in the Fifth Ward, to substitute your judgment for people who live there,” Sandrik said. “I think it’s Big Brother, quite frankly.”

Barclay said that the committee wasn’t biased, and they considered their choices carefully.

Millissis argued that his issue wasn’t that the residents made the choice – it was that, while aldermen on it were accountable to voters, the interview committee members were appointed and accountable to no one.

“[Committee members] represent themselves and their opinions,” he said. “I think there’s more legitimacy, and more mandate, to have that decision made [by] the people who were elected.”

Sixth Ward Ald. Marc Mazzuca defended the process.

“[The process] was intended to take the need of the ward into account,” he said. “I actually want to thank the members of the committee. I know they did a good job. They didn’t push [a candidate] through, they didn’t rubber stamp something – they were very deliberate.”

First Ward Ald. John Moran, who serves on the advisory board, had some harsh words of his colleague.

“I could make a power grab and say ‘I want a say in the process,’ nobody in the Fifth Ward would hold me accountable,” he said.

When Van Roeyen said he still wasn’t comfortable with the tone of the committee members, Sandrik countered that such familiarity was hard to avoid.

“Let’s remember, Park Ridge is a small town, and a lot of us know a lot of people,” she said. “If you want a committee that doesn’t know anyone, I don’t think that’s possible.”

Gareth Kennedy, another candidate, defended the process.

“I agree that I wasn’t as well-known tot that group as Mr. Melidosian, but they recognized that, and they deliberated on that,” he said.

After some back and forth, Melidosian addressed the council, saying that he would uphold the same principles as Knight and Schmidt.

“If you like honesty, integrity, accountability Ald. Knight brought to the City Council, you’ll like Charlie Melidosian,” he said. “I apologize for being well-known in the ward. I’m involved in a lot of things.”

After Melidosian urged the three dissenting aldermen to reconsider, Millissis said he changed his vote, but that he would continue pushing the issue. He asked Mazzuca, who chairs the Procedures and Regulations Committee of the Whole, to put the matter up for discussion at some future date.

Moran suggested a possible compromise solution.

“Perhaps in the future, [interview committee members] would get interviewed by the Advisory Board,” he said. “I would like to see that be the direction we go. It would give us ime input.”

Van Roeyen and Shubert stuck by their votes, and Melidosian was confirmed 4-2.

Later during the meeting, Mazzuca said that he would grant Millissis’ request.

Mayor Noak: Romeoville development on pace

Romeoville continues to embrace development and increase job growth, making 2016 a banner year and promises for the same in 2017.

Mayor John Noak recently presented the annual State of the Village Address sponsored by the Romeoville Area Chamber of Commerce to a record-breaking crowd.

Thanks to development in both retail and industrial, more than $200 million was added to the village’s value and with it an additional 2,300 jobs—the village’s largest job growth in a single year on record.

According to Noak, the revenue generated by the development has assisted in keeping the villages portion of the residential property taxes low, with residents paying less in 2016 then in 2007. In addition, the village has been able to more than double its cash on hand since 2008, allowing it to fund village projects.

Noak said the coming year is anticipated to be equally successful with more recreation opportunities, transportation enhancement projects, major corridor improvements and additional jobs.

Recreation projects highlighted for 2017 include the development of Discovery Park and additional fields in conjunction with the newly reconstructed Joliet Junior College. Together the two projects will create more than 45 acres of new recreational opportunities and space. Transportation highlights included a corridor improvement plan along Route 53, construction of the Metra station set to begin in April, and an update on the I55 Weber Road Interchange project.
In conclusion, Noak hinted toward additional projects that the village was unable to announce, but are anticipated for 2017.
During the address, Noak also presented various community awards including the Citizen of the Year Award, presented to Art Arellano for his community involvement.

“Volunteers are critical to the success of any organization. We are fortunate to have individuals such as Art in our community,” said Noak. “Art volunteers for numerous organizations, some of which include the Historical Society, American Legion, Beautification Committee and Romeoville Fire Auxiliary.

Romeoville High School was given a Special Recognition Award for their academic achievements as well as their community involvement. During the presentation, Noak highlighted numerous recognitions the school has received over the last year, including being named as one of the Nation’s Top High Schools with similar criteria for 2016 by U.S. News and World Reports. In addition to their academic achievements, Noak commended the students for their volunteer efforts and for raising more than $35,000 for cancer research. The award was accepted by Principal Derek Kinder.

The Business of the Year distinction was presented to Metal Monkey Brewing, LLC for their many accomplishments in their first year and their generosity within the community. Within their first year in business, they debuted their first two bottled beers. Noak said, although running a business for the first year is time consuming, that did not stop the ownership from finding time to raise funds to aid local residents in need. When receiving the award, Owner Dan Camp said that they were very honored and look forward to residents seeing their beer on tap in more local establishments.

Plainfield fills vacancy: Ruane takes remainder of Racich’s seat

The Board of Trustees is full again.

On Feb. 7, board member approved the appointment of long-time Plainfield resident Tom Ruane to fill the term vacated by James Racich.

“I’d like to thank the mayor and the board for giving me this opportunity, it is an honor,” Ruane said.

Racich resigned from the board last month, with plans to move out of the village boundary.

Ruane has been active in the community for several years in various civic activities.

“I know most of you from various community events and things we do in our community,” Ruane said. “It is an honor to be here and I hope to do my best here and represent Plainfield and the village to my best ability. I don’t think I could ever fill Jim’s shoes. I had an opportunity to talk to him, I’ve known Jim for a long time, he’s giving me his support.”

Ruane’s term expires this spring.

New business

The board granted final approval to European Beauty Lounge, LLC, to open shop at 12443 S. Route 59.

The salon will offer manicure and pedicure services, as well as special body art.

A recent ordinance change required the business to get a special use permit from the village

“It should be an excellent addition,” said Trustee Bill Lamb. “It’s very well thought out, I think it would be a contribution to the atmosphere of the village”

Primrose School

The process for approval has moved to the next step for a special use for a preschool/childcare facility in the Meijer subdivision.

Primrose School first presented their plans to the planning commission in December for a facility to house an early childhood center in the back lot of the Meijer subdivision on 135th Street, facing the Plainfield Fire District facility.

Board members expressed a few concerns about approving the site plan with fewer parking spaces than required by village code.

“Staff has been reasonably comfortable deferring to an owner/operator to say, we really believe we need 35 or 40 parking spaces even if the… code says we need 55 or 60. This operator is very comfortable, they have several other locations,” said Director of Planning Jonathan Proulx.

School representatives noted that many of their clients have more than one child in each of their facilities, which reduces their need for extra parking spaces.

Pumping Station Work

The board approved a motion to authorize Pro-Temp of Illinois to complete work at the 127th Street Lake Michigan water pumping station

The work will replace the variable frequency drives at the station, in the amount of $333,300.

Pro-Temp was the lower of two bids placed with the village for the project.

Harvest 5K

The board approved closures for this year’s annual fall run.

The 2017 Healthy Driven Harvest 5K run will take place Sunday, Sept. 24, starting at the Village Green in downtown Plainfield.

The route does not impact any major roadways through the village. Those closures will be announced to local residents closer to the date of the run, and will take place from 7:45 a.m. until 10:30 a.m.

This will be the 19th year for the annual event. The village expects up to 1,000 runners, and an estimated 3,000 spectators.

 

Kayak business making its way to Plainfield riverfront

More visitors are expected this summer not just to the riverfront, but on the river itself. The village has entered an agreement to create Plainfield Kayak, which will operate in Electric Park from May through October.

Folks looking for a little outdoor fun will have a new destination spot this summer.

On Feb. 7, the village Board of Trustees approved an agreement allowing Naperville Kayak to provide a kayak service at Electric Park in downtown Plainfield.

The business is also looking to enter an agreement with the Plainfield Park District for the utilization of the 135th Street canoe and kayak launch to link up with Electric Park.

The agreement will create Plainfield Kayak, a full-service kayak operation that will provide beginner classes by certified instructors, kayak rental services, and guided group trips.

The business is already operating the successful Naperville Kayak, which has provided a similar service south of downtown Naperville for the past four years.

According to owner Troy Cooper, their business has nearly doubled or tripled each year, bringing in more than 3,800 people to downtown Naperville to kayak in 2016.

The Naperville Park District reported to the village that they had seen their paddle boat rentals double as well due to the activity.

The business will typically operate from 7 a.m. until dusk, from May through October. The village can terminate operation if the kayak group is not upholding the agreement or has any problems not remedied in a timely manner.

Kayakers will be required to wear a life vest, and no alcohol will be allowed.

Anyone under the age of 18 must be accompanied by a parent or guardian who can sign a waiver on their behalf. Children aged 13 to 18 maybe on the water without a parent or guardian, but children 12 and under must have a parent or guardian on the water with them at all times.

Instructors will determine water safety, and weather it safe to enter the water on any given day.

Village officials were excited about the prospect of attracting more visitors to the area.

“This is a great program, it’s working out well in Naperville,” said Trustee Margie Bonuchi. “From the Riverfront Foundation’s perspective, it’s going to bring more people, make more awareness to all the wonderful things that are offered down there.”

Plainfield Riverfront Foundation executive director Robert Epley also sent a letter to the board, expressing his support for the business. Epley noted that adding the kayak business will offer tremendous benefit to the village and its president, with the potential of creating a destination of enhance recreational activity that could have an economic impact with residents and visitors in the area.

Safe meeting place coming soon; Plainfield Police will host exchange site

The front of the Law Enforcement Center on Coil Plus Drive will soon have a dedicated spot for safe exchanges. The department is installing an area for people to exchange goods bought and sold over the internet, which will be monitored by security cameras.

The village is getting set to offer up a safe place for strangers to meet and do business.

Earlier this month, board members inquired about a previously discussed plan, to create an exchange spot in a safe place for area residents, so that folks who buy items online or need to do other exchanges with strangers can meet without worry.

The plans to create such a meeting spot are underway at the Plainfield Police Law Enforcement Facility on Coil Plus Drive.

“We’re in the process of installing the cameras,” said Chief John Konopek.
The plans first began last summer, when the village signed off on a $101,000 plan to revamp security features at the center.

The upgrade includes security cameras, interview room cameras, and the access control card system.

Included in the project plans was the public solution for meeting strangers for exchanges, by establishing an “internet safe trading area” in front of the police station.

The safe area allows recognition of who is at the site, including a peek at their license plants, offering residents a safe place to meet that isn’t just a gas station or business.

Umbrella Technologies is performing the technology upgrades.

Now, the end is in sight for the department, with the exchange spot hopefully ready to use this spring.
“It’s getting very close, it should be happening here in the next few weeks,” Konopek said “When that happens, we will have a site dedicated in the front of the police department for internet exchange purposes.”

The department will send out a social media alert when the project is complete and operational.
